　　1 Background and purpose of competition
The People's Government of Guizhou Province has made the decision to construct a new museum building for Guizhou Provincial Museum. In order to select a top-performing design institute, it is herewith to hold an international invitation competition of architectural proposal design for the new museum building of Guizhou Provincial Museum according to the requirement of high standard and strong basis for the new museum. The host unit is to invite outstanding and experienced design institutes or design consortiums worldwide to attend the competition of architectural proposal design for the new museum building of Guizhou Provincial Museum.
　　a) Name of project: the new museum building of Guizhou Provincial Museum.
　　b) Location: to the north of Guanshan Park, and south of Yingbin Rd., Administration Center, Jinyang New District, Guiyang City.
　　c) Total land occupation: about 44,560 m2 (about 66.84 mu).
　　d) Construction scale and main contents: The total construction area is about 31,000 m2 (not including the underground part), including 14,430 m2 as exhibition and show rooms, 11,000 m2 as storages and management offices for cultural relics, 2,600 m2 as rooms for education and integrated purpose, 1,170 m2 as administrative offices and offices for business purpose, and 1,800 m2 for accessories. The underground part will be 10,000 m2 in area (including the civil air defense work).
　　e) The estimated total project investment is RMB368 million, including RMB235 million for civil construction, erection and installation (excluding the land cost and the cost for exhibition arrangement).
　　f) Main purpose: The new museum building of Guizhou Provincial Museum will serve as the only integrated provincial museum for local chronicles, and it is an important place to exhibit the local history, folk cultures, arts and natural resources, also to promote cultural exchanges both at home and abroad. The new museum building has to satisfy the functions for storage of the collection of cultural relics and other items, scientific study and exhibition, also, with due consideration to its service function to the public, and it will be regarded as one of the symbolic buildings in Guiyang City.
　　2 Date and requirements of competition
　　a) Date of publicizing: this circular is publicized on the purchasing and tendering net of China and the tendering net of Guizhou Province on December 21, 2007.
　　b) Date for signing up: The institutes and organizations for competition shall fill out the Application Form for Competition Signing Up (Appendix I) (click to download) from December 21, 2007 to January 3, 2008, and fax or email the completed Application Form to the competition agent for registration. Any Application Form submitted after January 3, 2008 will be deemed as invalid signing up.
　　c) Date for qualification assessment: The name list of the institutes and organizations for competition will be decided from January 9 to 10, 2008. Then, a letter of invitation and the Official Document for International Invitation Competition for Architectural Proposal Design of New Museum Building of Guizhou Provincial Museum will be sent to every institute or organization for competition.
　　d) Letter of invitation will be sent to competitive units and the exact date and way for field survey shall be will be informed later.
　　e) The working period for competition is about 50 days in total.
　　3 Obtaining of qualification assessment document
　　After the applicant for competition has submitted the Application Form for Competition Signing up, he can obtain the qualification assessment document by either of the following ways:
　　a) To obtain from the competition office: to obtain it from the contact address for competition (office hours 9:00-17:30 Beijing Time, from December 21, 2007 to January 3, 2008).
　　b) To download from the net: The electronic version of the Qualification Assessment Document (Appendix II) is downloadable at www.chinabidding.com (the purchasing and tendering net of China).
　　4 Submittal of Qualification Assessment Application
　　a) Copies of qualification assessment application documents to be submitted: two hard (paper) copies and one electronic copy.
　　b) Way for submitting qualification assessment application documents: After having prepared the Qualification Assessment Application Documents, the applicant for competition shall submit them to the contact address for competition, or send them to the competition agent by express mail. For the Qualification Assessment Application Documents express mailed, the date that the competition agent sends the reply letter upon receiving (by fax or email) shall be deemed as the date of submittal.
　　c) Date for submitting qualification assessment application documents: 9:00-17:30, December 27, 2007 to January 3, 2008, including weekends except the New Year's Day (for the documents express mailed, the date of post stamp upon arrival shall prevail). Delayed documents will not be accepted.
　　5 Selection of competition candidates
　　a. The competition hose unit will select 8 domestic or overseas design institutes or consortiums with related design experience and design qualifications out of the competition applicants as the competition candidates, and completive institutes with good performances experience will be considered first. The formal letter of invitation and competition document will be issued and send to them. Every design institute or consortium is allowed to submit only one design proposal. The design proposal submitted by any design institute that has not been invited will not be accepted.
　　b. domestic competitive institutes include: institutes from Hong Kong, Macao and Taiwan regions, joint institutes in china, and combined institutes of Hong Kong, Macao and Taiwan and domestic ones. Combined institutes by domestic and overseas institutes include: and Combined institutes of domestic and overseas institutes and combined institutes by domestic institutes and institutes from Hong Kong, Macao and Taiwan.
　　6 Assessment of competition proposals and way of compensation
　　a) The competition assessment committee will select three superior proposals through overall assessment.
　　b) The three superior proposal winners will be rewarded with RMB200, 000 each. The competition candidates submitting the competition products as per requirements and satisfying the competition requirements through examination by the technical committee will be compensated with RMB100, 000 each. Each combined institutes with overseas competition candidate will be compensated with RMB50, 000 as international traveling cost and freight for competition products. The amount of reward given in the formal competition document shall prevail.
　　c) The domestic design institutes or consortiums include: design institutes from the mainland of China, design institutes or consortiums from Hongkong, Macao and Taiwan, consortiums of design institutes from the mainland of China, consortiums of design institutes from Hongkong, Macao and Taiwan. The overseas design institutes or consortiums include: overseas design institutes, consortiums of domestic design institutes and overseas design institutes, and consortiums of overseas design institutes and design institutes from Hongkong, Macao and Taiwan.
　　d) The superior proposal winner shall detail his architectural proposal, and a bid-winning proposal will be selected through bid invitation. The design institute that has won the bid wins the right to undertake the architectural design of the new museum building of Guizhou Provincial Museum. The preparation of the working drawings for this project shall be done by a Class A design institute or company registered in the People's Republic of China. Therefore, if the bid winner is an overseas design company or office, it shall cooperate with a Class A design institute or company registered in the People's Republic of China to complete the design for this project.
　　7 Other terms and conditions 　
　　a) For this international invitation competition for the architectural proposal of the new museum building of Guizhou Provincial Museum, the competition applicant may sign up by himself or as a design consortium. However, whether by himself or as a member of consortium, he shall submit his own qualification assessment information. The design institute with achievements and experience in architectural design of museum enjoys the priority right.
　　b) All the documents and correspondences for this competition shall be written in Chinese, or in both Chinese and English. In case of conflict between the Chinese text and the corresponding English text, the Chinese text shall prevail.
　　c) The laws of the People's Republic of China shall be applicable to this competition program and the documents related to this competition program.
